1.OPEN A DOCUMENT
first,open a document of any color and any size.
2.PROCESS
Select ellipse tool(U), Press shift+click so that u you have a perfect round.
right click on the layer and select convert to smart object.
Then, Go to filter>blur>radial blur and give the settings as below,
So you will have lighting effect like shown below.
3.FINAL STEP
Now draw a new round bigger than the previous one with the same color and give same effect.
Draw another big round and give same effect so you’ll have light effect like below.
